The basic idea is not difficult to explain, but it's complicated to implement.
Please refer to the DropDown extender control's source code, you may need to modify the layout of the panel shown when the dropdown button is clicked.
Add some CheckBoxes in it, for example.
If I were you, I would try my best to re-create the wheel.
